Serving as the owner's representative, leading the team responsible for providing program management consultancy services for the turnkey design, construction, and commissioning of Line 2 of the Greater Cairo Metro System. This line, which is being implemented in stages, will eventually add 19.2 kilometers and 18 stations to the system, further relieving urban congestion and reducing air pollution. Beginning with Phase 1 of the program in 1992 (Shubra El Kheima to Sadat Station) and continuing with Phase 2A (awarded in May 1996) extending the line from Sadat Station to Cairo University, PB's services include evaluation of tender documents; review and coordination of design, procurement, installation, and commissioning of trackwork, rolling stock, and all electrical/mechanical systems; construction inspection; materials/systems testing; budget and schedule development and monitoring; and operations and maintenance planning, training, and implementation. The first segment of Phase 1 opened for revenue service on October 2, 1996, and the remainder opened in September 1997. Phase 2A opened in April 1999, approximately 8 months ahead of schedule. Phase 2B was completed in October 2000, 2 months ahead of schedule. NAT has asked PB to supervise concept design and tender document preparation for an extension to Line 2.
In cooperation with the National Authority for Tunnels, (GCMC) has been and was continuing checking, commenting, and following-up on:-
- The programs prepared by the Contractors.
- Review of Detailed designs and working procedures
- Safety measures being implemented by the Contractors.
- Approval and monitoring of the Quality Assurance and Quality Control procedures of the Contractors for the construction, manufacturing, and commissioning of various elements on Line 2.
- Checking and approval of monthly Invoices, statements, and valuations for interim payments produced by the Contractors. Measurements of Works carried out by the Contractors.
- Review and advise NAT on the validity of Claims received from Contractors.
- The Final Inspections and taking over procedures of the completed Works.
- Provisional Taking Over and Certificates of Final Taking Over prepared by the Contractors and reviewed by GCMC.
- Review and approve drawings, calculation notes, and other documents.
- Ensuring that the Works on site comply with the approved drawings, standards, and specifications.
- Review and approve of proposed field changes and advising the Organization of their validity.
- Inspection of works and site acceptance tests.
- Ensuring that the manufacture of the equipment is in compliance with the approved designs and technical specifications.
- The assembly and sub-assembly of the Rolling Stock at the place of manufacture to ensure that the manufacturing is in compliance with the approved designs and technical specifications.
- All the tests at the Manufactures and on Site after delivery required to be carried out under the Rolling Stock Contract.
- All trackwork elements and sub-assemblies at their place of manufacture.
- The inspections in Egypt of all materials, equipment, supplies, and sub-assemblies.
- Verifying the supplies and materials in stock and approving the measures taken for accurate and safe storage.
- The method of installation of all systems and equipment according to the agreed procedures.
- Site acceptance tests carried out by the Contractors.
- The putting into service of the Rolling Stock.
- The Training of all Operational personnel in the Equipment and its Maintenance
- The Experimental Working Period and defining the Contractor's obligations during the EWP.
- The tests carried out during the EWP.
- The Contractor's obligations during the Guarantee Period up to the Final Taking over of the Works.
- Monitoring the operation of the Line and commenting on any defects discovered.
GCMC was also involved in the assistance during the Guarantee Period of Phase 2B and in the Management, Planning, and monitoring of the construction and commissioning of Phase 2C reaching El Moneib Station.
